Government Relations Manager, The Americas

Role description

This is an exciting opportunity for a Government Relations Manager with experience of working with state governments in the Americas to join an international not-for-profit organization based in the New York office. This position will manage and build stakeholder relationships with state governments across North and South America while managing the delivery of the Under2 Coalition’s relevant policy programs.

About the Under2 Coalition

The Under2 Coalition brings together 205 governments, spanning six continents and 43 countries committing to reduce their GHG emissions toward net-zero by 2050. The Climate Group acts as Secretariat to the Under2 Coalition and works directly with government signatories and partners of the Under2 MOU to drive net-zero ambition and action.

The Under2 MOU is a commitment by sub-national governments to reduce their greenhouse gas (GHG) emissions toward net-zero by 2050. Central to this is the public commitment by all signatories to reduce their GHG emissions by 80-95% on 1990 levels, or 2 metric tons of carbon dioxide-equivalent per capita, by 2050.

About You

You will be able to demonstrate proven capabilities in the following areas:


  • Proven track record of successful engagement and relationship management particularly with governments (ideally state-level) on issues pertaining to climate change/ environment
  • Excellent people management and networking skills especially confidence working with senior government officials and politicians
  • Understanding of climate and energy policy issues, particularly in the North and South American political context with excellent research skills
  • Proven track record of success in project delivery, particularly policy projects
  • Good communicator, especially fluent in written and spoken Spanish
  • Ability to multi-task within a small team and to manage conflicting priorities
  • Strong attention to detail
  • A committed team player who is able to build effective working relationships, across international borders, primarily through influencing.


  • Existing relationships with state governments in North and/or South America 
  • Ability to start work within a relatively short time-frame
  • Technical command over MS Office (Excel, Word, PPT etc.) and operating knowledge of Salesforce

Main Accountabilities

Government engagement and recruitment of new members across North and South America

  • Develop and implement the regional engagement and recruitment strategy by liaising with Head of Global Government Relations (based in the UK).
  • Deliver the regional engagement workplan of the Under2 Coalition (including managing high-level relationships in Ministers and Governors’ offices).
  • Ensure regular and positive relationship and communication with regional government members of the Under2 Coalition to maximize the involvement of members in our existing and future programs and initiatives.
  • Maintain an understanding of North and South American state governments’ climate/energy policies and priorities through regular communication

Thought leadership and delivery of policy projects

  • Support Head of Policy & Strategy with the development of new policy projects in the Americas
  • Lead and deliver relevant policy projects for the Under2 Coalition
  • Conduct research and deliver written content in support of any reports and publications relevant to Under2 Coalition’s members
  • Monitoring funder grant requirements for policy projects to ensure that these are fully complied with.

Communications and events

  • Oversee and manage the delivery of any relevant Under2 Coalition meetings in North and South America (when required).
  • Work closely with the communications team to ensure that TCG communications and events align and support the aims of the Under2 Coalition’s mission.
  • Ensure effective, external communication of the Under2 Coalition in North and South America with the support of the global communications team and the Head of Global Government Relations.
  • Represent the organization when required to external stakeholders in conference calls and other events

Fundraising and Finance

  • Support financial reporting and budget forecasting related to areas of responsibility
  • Ensure regular and timely payment of member contributions
  • Support development of concept notes working with the fundraising team on new projects and ensure resources are in place to implement regional strategy


  • Ensure that Salesforce procedures incorporating income, relationship management and project management are adhered to and that the system is kept up to date 
  • Undertake other related tasks as and when required 


You will be based in New York, with occasional travel expected to sub-national jurisdictions across North and South America. 

Terms and conditions

This is a full-time, permanent position. We offer a salary of $50,000 -$60,000 per annum based on experience.
