Under2 Policy Manager - Transport

About the role

This is an exciting opportunity for an experienced project manager to make a personal difference in accelerating climate action. As a member of our Under2 Coalition policy action team, you will be responsible for working with government members of the Under2 coalition to deliver our work on Zero Emission Vehicles, including the Under2 ZEV Project and ZEV Community. 

The Under2 ZEV activities support state and regional governments to increase the number of zero emission vehicles on their roads by convening a network of subnational practitioners to share experiences and identify the most impactful and innovative policies to accelerate the uptake of zero emission transport. In addition to working with the government members of the Under2 Coalition, you will also work closely with The Climate Group’s EV100 team (a global corporate initiative bringing together forward looking companies committed to accelerating the transition to electro-mobility and making electric transport the new normal by 2030) in the context of advancing TCG’s broader EV strategy and particularly building connections between government and business leadership. There is scope for this role to cover other policy topics relevant to state and regional governments in the future.

This is a full-time position for fixed term period of 12 months, starting in early 2019 (February). You will be based in The Climate Group’s headquarters in central London and be working with our talented and friendly government and business teams, both in the UK and our global offices in India and the US. This position involves some international travel.

About the Under2 Coalition

The Under2 Coalition is driven by a group of ambitious state and regional governments committed to keeping global temperature rises to under 2°C. The coalition is made up of more than 200 governments who represent over 1.3 billion people and nearly 40% of the global economy. 

The Climate Group is the Secretariat to the Under2 Coalition and works with governments to accelerate climate action through three workstreams: 2050 Pathways, Scaling innovative policy solutions and Transparency


Main Accountabilities

The primary focus of the role is to deliver the Under2 Coalition’s work on Zero Emission Vehicles, including the day-to-day management of our projects and connecting them to TCG’s broader EV and policy activities.

This includes the following: 

  • General project management, including scheduling and delivery of all project activities, budget management, coordination with external partners and reporting to funder
  • Hold lead relationship management responsibilities for participating governments, regularly engaging members to enhance the quality of the relationship
  • Lead the organization of regular peer learning webinars (i.e. identify Under2 Coalition governments and expert speakers, develop concept and format of calls, facilitate/chair calls and organize follow up discussions where applicable)
  • Identify innovative ZEV policies developed by Under2 Coalition members and develop corresponding case studies
  • Oversee all communications activities, including preparation and publication of news stories and blogs as well as presenting progress at key international and Under2 Coalition events. This includes working closely with our communications and events teams to coordinate the content and timing of internal and external communications
  • Contribute to The Climate Group’s broader strategy and thought leadership on electro-mobility and identify opportunities to raise general awareness on the role of subnational governments in the ZEV transition
  • Liaise with The Climate Group’s corporate campaign teams and international offices, as well as relevant external partners, to efficiently deliver the Under2 Coalition ZEV activities
  • Play an active role in the Under2 Coalition’s policy team, input into team strategy and support the broader activities of the policy team as required.


About you

We are looking for a motivated and talented individual to lead and deliver our work with governments on Zero Emission Vehicles. You will have both, a firm grasp of government policy approaches on climate change and zero emission vehicles, as well as experience in project delivery with an organized and detailed approach. You will be able to work under pressure, in a fast-paced environment, with minimal supervision. You will be skilled at working across a matrix of stakeholders at all levels globally, particularly subnational government practitioners, partner organizations (such as think tanks, consultancies and other NGOs) as well as funders.

Essential:  

  • Significant & demonstrable project management expertise, including excellent organizational skills and ability to manage multiple deadlines.
  • Expertise and interest in climate policy and analysis, in particular zero emission vehicles. Ability to analyze complex policy content.
  • Excellent interpersonal skills and proven track record of successful stakeholder engagement and relationship management, in particular activating and involving government practitioners globally (both in person and over phone).
  • Committed team player who is able to build strong and effective working relationships across departments and international borders. Comfortable delivering an administrative workload alongside more strategic activities.
  • Ability to manage budget and demonstrate impact through monitoring and evaluation.
  • Identification with our mission and values.


Desirable:

  • Experience of working in a global environment, and having relevant language skills
  • Experience of working with governments (preferably sub-national) and companies
  • Ability to engage and work with senior bureaucrats and politicians (such as ministers)
  • Skills in knowledge management and peer-to-peer learning activities 
  • Experience of managing and convening virtual and in-person workshops and events
  • Skilled in message development and strong communicator, esp. speaking and writing
  • Experience in managing consultants and experts, as well as building external relationships with relevant stakeholders 


Location

You will be based in our London Head Office, in County Hall, which is a five-minute walk from Waterloo station. 


Terms and conditions

The role is a full-time post for fixed term period of 12 months, with potential to extend or become permanent. We offer a starting salary of £33,000 per annum or more based on experience, plus the following benefits:
