Policy Manager - Climate Diplomacy

Summary 

We are seeking a Policy Manager to run a new climate diplomacy initiative for the Under2 Coalition. This is an exciting new role and project aimed at enhancing the influence of leading state and regional governments in helping raise global climate action and ambition in 2020. The successful candidate will join our growing Under2 Coalition Secretariat team, working with colleagues in the US, India and Europe, as well as many of the 200 plus governments that make up the Coalition. We are looking for a self-starter, with a strong background in international climate or broader environmental issues and a passion for developing and executing collaborative stakeholder-driven initiatives.

About the role 

This is a new role that has been created in our Under2 Coalition team with the purpose of enhancing the influence of leading state and regional governments in helping raise global climate action and ambition in 2020. The role sits within our Under2 Policy team, reporting to our Under2 Senior Adviser and working closely with our regional government relations managers (for Europe, Americas and Asia).  

The Under2 Coalition is a group of ambitious state and regional governments committed to keeping global temperature rises to under 2°C. The coalition is made up of more than 200 governments who represent over 1.3 billion people and nearly 40% of the global economy. The Climate Group is the Secretariat to the Under2 Coalition and works with governments to accelerate climate action through three workstreams: 2050 Pathways, scaling innovative policy solutions and transparency.  

A critical and key aspect of the role is working with the International Climate & Politics (ICP) Hub to connect the political intelligence and insights of Under2 governments with the broader international non-state actor climate community. The ICP Hub is an independent, unbranded initiative supported by the European Climate Foundation. It brings together a global team of experts on climate politics, policy and science, diplomacy, communications, and mobilization, as well as experts representing business, investors, cities, development, civil society, etc. The team provides political strategy to inform the tactical interventions undertaken by a broad range of constituencies and individuals for climate action. It aims to increase global climate ambition by 2020, in line with the objective of the Paris Agreement (keeping the global temperature increase well below 2C/to 1.5C) by key governments and non-state actors. 

Key responsibilities 

  • Programme management: execute and deliver a 12-month ‘climate diplomacy’ work programme, as part of the Under 2 Coalition policy team, working closely with colleagues in the government engagement team 
  • Establish and maintain a close working relationship with ICP Hub Secretariat, including participation in all relevant ICP Hub calls and meetings  
  • Develop and maintain excellent working relationships with a leading group of sub-national government political leaders and their teams and coordinate their engagement with the ICP Hub (working closely with Under2 regional government engagement managers at The Climate Group) 
  • Develop working relationships with other key partners in the ICP Hub Network, such as C40 Cities and network country leads, with view of maximising opportunities for vertical integration 
  • Develop Under2 Coalition’s mobilisation strategy: identify international intervention priorities and routes for influence, lead the publication of joint statements, coordinate Under2 messaging around key international moments, analyse and distil relevant information from ICP Hub and other intelligence sources for Under2 Coalition governments  
  • Provide strategic advisory support to the ICP Hub: collate and summarise for the wider ICP Hub network relevant intelligence from Under2 Coalition governments that could be of use to other non-state actors in the network in their efforts to raise global climate ambition 
  • Event participation: attend and facilitate ICP Hub Global Team’s participation in key Under2 Coalition events (i.e. annual Under2 General Assembly, regional Under 2 meetings). Represent The Climate Group as Under2 Secretariat at key international meetings (i.e. COP, UNFCCC intersessionals, ClimateWeekNYC) to deliver necessary outputs. 

 

About you 

You are a team-player and self-starter who thrives in a cross-team / cross-office working environment, while being equally comfortable working independently and with limited supervision. You have a deep interest and understanding of climate and broader environmental issues and the interconnection with politics, economics and business. 

Required experience 

  • Significant experience working on international climate policy issues in government (national or subnational) 
  • Stakeholder engagement and relationship management, preferably with experience of senior-level interaction at the political level (i.e. with premiers/ministers and their offices) 
  • Previous experience and success in establishing and developing multi-stakeholder climate / environmental initiatives (particularly at the international level) 
  • Substantive understanding and familiarity with UNFCCC processes and other important forums for international climate action (e.g. G20, MoCA, Clean Energy Ministerial etc) 
  • Experience of working across cultures and managing political and cultural sensitivities 

Required key skills & competencies  

  • Excellent written and oral communication skills 
  • Excellent interpersonal and networking skills 
  • Strong political nous 
  • Highly proficient in spoken and written English. A major second language is a bonus. 
  • Highly organised and able to balance multiple tasks  
  • Competent in all main MS Office software and experienced with CRM systems 

Desirable qualifications 

  • Master’s degree in political or social science, governmental affairs or international relations, climate or environmental science or any other relevant topic and/or equivalent professional experience   

 

Location 

You will be based in our London head office, in County Hall, which is a five-minute walk from Waterloo tube and railway station. There may also be an opportunity to work from Brussels or another EU member state location. Occasional international travel is anticipated with this role.

This is a full time fixed term 12-month position, with the possibility of renewal.  We offer competitive salary based on experience.
